We would like to remind you that funding is available for projects which will enhance biodiversity along the line of the Phase 2a route by restoring existing habitat and creating new high-quality habitat .
The HS2 Phase 2a Biodiversity Investment Fund (BIF) has a value of £2 million and will be managed alongside and in synergy with the £5m Phase 2a Community and Business Funds (CEF & BLEF).
Applications for BIF opened on 10 May and the deadline for Stage One applications is 10 November 2021 .

Ahead of its arrival into Staffordshire, the team leading the design and construction of Britain’s new railway, High Speed Two (HS2), is hitting the streets with a brand-new community roadshow .
The HS2 roadshow will visit towns and cities from north to south this summer, as part of a bumper programme of community-focused activity highlighting the thousands of jobs, skills, training and new business opportunities that HS2 is creating.
The HS2 roadshow will make two stops in Staffordshire with pop up events scheduled to take place in Stafford town centre on 12th August and Trentham Garden Centre on 14th August. The events will allow residents and visitors to find out more about the plans already underway to bring Britain’s new low carbon railway to the county.
Becoming a high-speed rail destination presents huge opportunities for Stafford. HS2 is already spearheading the creation of exciting local growth plans, including the proposed regeneration of a 28-hectare site next to the town’s railway station. The Stafford Station Gateway Masterplan sets out plans for hundreds of new homes, leisure facilities and enhanced walking and cycle routes through to the town centre.
Experts from all areas of the HS2 project will be on hand at each roadshow event, armed with a wealth of resources to experience during the event or to take away. So, if you’re looking for a new career, or want to find out how your business might benefit from one of 400,000 contract opportunities generated from the first phase of construction works, then head down to the roadshow to find out more.

To mark the Council for British Archaeology's Festival of Archaeology , we are holding a series of free online events so you can get involved and find out more about what treasures are being unearthed as we build the country's new high speed railway. The Festival of Archaeology runs from July 17 - August 1, shining a light on our past and how our ancestors lived.

We will also be holding our fourth weekend of open days at our Field Museum at St Mary's Church in Stoke Mandeville on Saturday 24 July and Sunday 25 July.
Inside a specially constructed tent the size of a football pitch, archaeologists working on our behalf are currently excavating the remains of the former parish church of St. Mary the Virgin. This is a once in a generation opportunity to excavate the ruins of a medieval church and churchyard. Inside the museum you can ascend the viewing platform for a bird’s eye view of ongoing excavations, as well as displays, films and finds to explore the history of St. Mary’s Church and the amazing archaeological discoveries in the surrounding area.
We’d love to welcome you onto site to explore this fascinating excavation, where you can learn about life and death in Stoke Mandeville over more than 800 years.

When the future HS2 Interchange Station is operational, four new highways bridges will connect the current road network to new routes we are creating as part of the station site. The first two new highway bridges were safely installed in 2020 over the M42 and the A452 and A446, by our enabling works contractor, LM, in collaboration with Highways England .

As part of our extensive environmental programme, our contractors have now planted 700,000 trees and created over 100 wildlife sites along the route between the West Midlands and London .
The wildlife sites represent a mix of different habitat types, including grassland, woodland, scrub and ponds, and are already havens for wildlife including birds, bats, barn owls, badgers, great crested newts, butterflies and dragonflies.
Alongside our environmental contractors, we have designed tailored ecology plans that provide habitats for local wildlife and protected species including new badger setts, bat houses, bird boxes, reptile banks and bug houses, along with wildflower seeding, aquatic habitat creation and the reintroduction of native flora to help local wildlife populations thrive.
Up to 7 million trees will eventually be planted alongside the line from the West Midlands to London and we will leave behind more than 33 square kilometres of new woodland, wildlife and river habitats - the equivalent of 23 new Hyde Parks lining the spine of the country.
In addition, our Woodland Fund has also allocated over £1.2m as part of a grant scheme managed by the Forestry Commission, with 213,000 trees already planted including 92 hectares of new woodland creation and 52 hectares of ancient woodland restoration. For example, a project at Avon Wood in Warwickshire has created a diverse new 11-hectare woodland within three miles of the new railway. More than 18,000 new trees have been planted there, with 30% of the woodland being oak, with the rest mainly made up of hornbeam, alder, beech, lime, holly and birch.
We are continuing to progress with potential new schemes to be supported through the Woodland Fund, which could eventually support an additional 440 hectares of new native woodland creation as well as the restoration of 245 hectares of existing ancient woodland sites. Every habitat site is designed specifically to support local biodiversity, to link up existing wildlife habitats and create ecological networks which help to protect, maintain and enhance biodiversity and allow species to move through the landscape.

The Phase 2a line will run from the northern end of Phase One at Fradley in the West Midlands to Crewe in Cheshire. In February this year Phase 2a of HS2 successfully completed over three years of Parliamentary scrutiny to receive Royal Assent. This provided us with the powers to build and operate the railway.

We have today announced the launch of ‘Florence’ – the first of 10 HS2 Tunnel Boring Machines (TBMs) that will dig 64 miles of tunnel on Phase One of the UK’s new high speed railway. ‘Florence’ was launched from our South Portal site next to the M25 in Hertfordshire, at an event attended by HS2 Minister Andrew Stephenson .
Florence, at 2,000 tonnes and 170m-long – the largest ever used on a UK rail project – will dig 10 miles of tunnel under the Chilterns, operating 24/7 for the next three years. Designed specifically for the mix of chalk and flints under the Chilterns, Florence and her identical TBM 'Cecilia'will dig separate tunnels for north and southbound trains. Each machine operates as a self-contained underground factory - digging the tunnel, lining it with concrete wall segments and grouting them into place at a speed of around 15 metres a day. Each tunnel will require 56,000 precision engineered, fibre-reinforced segments – which will all be made on site.
A crew of 17 people will operate each TBM, working in shifts to keep the machines running 24/7. They will be supported by over 100 people on the surface, managing the logistics and maintaining the smooth progress of the tunnelling operation. Chalk excavated from the tunnels will be used for landscaping at the south portal site once construction is complete, creating wildlife-rich chalk grassland habitats across 127 hectares of the southern Chiltern hills. Named after nursing pioneer Florence Nightingale – a name suggested by local children due to her residence at nearby Claydon House in Buckinghamshire, and chosen in a public vote – the TBM will dig the first of a pair of 10 mile long tunnels under the Chiltern hills and help to safeguard the woodland and wildlife habitats above ground, before emerging near Hyde Heath. A second machine ‘Cecilia’ will launch next month to excavate the second tunnel at the South Portal site.
Built by Herrenknecht, a world leader in TBM manufacturing, at its factory in south-west Germany, the two 170m long machines were transported to the UK in more than 300 separate shipments last year , before being reassembled, tested and commissioned by an expert team of tunnelling engineers at the Chiltern tunnel south portal site, near the M25 to the north-west of London.
The first two TBMs will be operated by main works contractor, Align – a joint venture formed of three international infrastructure companies: Bouygues Travaux Publics, Sir Robert McAlpine, and VolkerFitzpatrick. Align is recruiting 1,200 personnel in total, including 100 apprentices, to work on this area of the project and are targeting their recruitment and investment in upskilling local people who are currently unemployed, with a particular focus on women, the under 25s and those with disabilities, helping us support the UK Government’s Plan for Jobs to protect, support and create employment during the COVID-19 crisis.
More than 16,000 jobs and over 500 apprenticeships are already being supported by the project, which is set to transform transport links between Britain’s major cities, free up space on the rail network for more freight and local services and support the UK’s transition to net zero carbon emissions.
The names of the two TBMs were suggested by students at Meadow High School in Hillingdon and The Chalfonts Community College, Buckinghamshire, which are close to the tunnel launch site. They were inspired by Florence Nightingale, the founder of modern medicine, and pioneering astronomer and astrophysicist, Cecilia Payne-Gaposchkin.

Our dedicated education pages on the HS2 website have undergone a major redesign, with a collection of new resources to help teachers bring a careers context to curriculum learning with the aim of inspiring young people to take an interest in STEM (Science, Technology, Engineering, Mathematics) subjects and careers .
Teachers are able to find relevant resources much more easily through the introduction of a filter function, there are new resources available with supporting videos and also a workshop delivery guide with activities tailored to pupils ranging from the ages of 5 all the way up to 18.
View the new look educational resources pages - download guides, lesson plans, videos and worksheetsThe fresh look of the educational resources follows on from the introduction earlier this year of a suite of curriculum-linked projects designed to help teachers and parents home schooling during the Covid-19 pandemic when we were unable to deliver our regular programme of STEM workshops and schools were less able to take students 'off-curriculum' for career-themed activities during lockdown.
Created by our Skills, Employment and Education team, the resource pages include plans for STEM lessons which teachers can use to introduce a careers context to regular curriculum lessons. Activities take around 1-2 hours to complete and include using maths skills to work out how to construct a bridge across a motorway, researching the ecology of great created newts to create new habitats and using archaeological information to interpret the history of a site. Pupils also have the opportunity to design a new product to improve the customer experience when travelling by train and use their science skills to create an environmental improvement plan for their school.
We have also included a delivery guide for teachers who would like to run a STEM inspiration day in their school. This includes videos, teacher notes, presentations and worksheets for activities where students can develop their skills through hands-on and team build challenges to inspire them to become EPIC (Extraordinary People Initiating Change) engineers. Students develop their STEM powers, exploring the essential skills that are needed to be successful in a STEM career. Activities are underpinned by examples from the world of work, with students finding out about careers in transport infrastructure as they take on different roles in the challenges.
Activities include 'Stations of the Future': a team-based design-and-present activity where students compete to design a futuristic train station considering future trends and the needs of all customers and also tunnel building, where students design, construct and test a supporting structure for a cut and cover tunnel.
We have also introduced STEM projects accredited by the British Science Association, which, when completed, can be entered for a CREST Award. These are longer projects aimed at inspiring pupils to become scientists and engineers that encourage students to carry out independent research or investigation. The target age and duration of the projects vary.
The updated online resources also include activities adapted for students with Special Educational Needs and Disabilities (SEND) to encourage them to think about pursuing STEM careers. Downloadable lessons for SEND students include working in teams to design a train station, learning about ecosystems and building an insect hotel, and preparing for independent rail travel through role play.
Younger students aged between 7-11 can also get involved in shorter activities ranging from making rail tracks from everyday materials, solving puzzles and planning a railway route.

HS2 and Groundwork UK are hosting this free webinar to explain how to access HS2 Ltd’s Phase 2a Biodiversity Investment Fund (BIF), available for projects which will enhance biodiversity along the line of the Phase 2a route by restoring existing habitat and creating new habitat. This fund builds on those currently available to communities along Phase One and Phase 2a of the HS2 route.
The BIF has a value of £2 million and will be managed alongside and in synergy with the £5m Phase 2a Community and Business Funds (CEF & BLEF).

A new contract has been signed to create new woods and wetlands as part of early environmental works on the Phase 2a route between the West Midlands and Crewe .
Established ecological mitigation site at Finham Brook, Warwickshire
The £52 million early environmental works contract we have signed with Balfour Beatty marks the first stage in extending the high speed rail line from Birmingham to Crewe and follows Royal Assent for this stage of the line in February 2021. The 36-mile stretch of Phase 2a from Birmingham to Crewe is projected to open alongside the first section of the railway from Birmingham to London, and will provide seamless high speed services between Crewe, the West Midlands and London, with a link to the mainline for direct services northwards.
Supporting 200 jobs, the environmental works will take place at 82 sites running north from Fradley in Staffordshire and will include tree planting at over 40 sites, covering the area of 86 football pitches; more than 18 miles of new hedgerows; the creation of 20 new ponds, enough to fill 10½ Olympic swimming pools and enough new grassland meadows to cover 140 football pitches to encourage wildflowers and insects to flourish.

Stafford-based ground remediation contractor, Deep Soil Mixing used a sustainable soil mixing solution to geotechnically improve the ground at our site near Coleshill in Warwickshire, eliminating nearly 1,000 lorry movement from local roads.
The work was carried out to allow access for construction equipment and stabilise the ground ahead of the installation of a new gas main pipe which needed to be relocated as part of our works.
The company’s soil mixing technique prevents both the removal of material off site and the need for importing fill, which creates huge environmental benefits. The technique involves analysing small samples of soil in a laboratory to determine what the soil needs to be combined with to make it suitable for re-use. The mixing process is then carried out on the site, removing the need to take soil away and replace with new material.
This method meant that nearly 1,000 lorry movements were not required to transport excavated material to landfill, and no need for clean hardcore material to be brought to site. The technique also resulted in improved cost efficiencies and a shortened construction programme.
The project was completed in six months and included preliminary testing and site trials before work began on site. The testing was undertaken at the company’s in-house laboratory and mixing tests carried out on various soil/binder mixes as well as field trials to test the chosen binder in-situ, to ensure the right deep soil mixing solution was undertaken at the site.
Deep Soil Mixing were working for Land and Marine Engineering Ltd (LME), contracted to ours enabling works contractor LM JV (Laing O'Rourke and J. Murphy & Sons). Works in this area are preparing for the railway to be built on a viaduct before it swings west through a tunnel and on towards the new station at Curzon Street in Birmingham.
With Phase 2a of HS2 now given Royal Assent, Staffordshire businesses are set to benefit further. At least 5,000 jobs will be supported by Phase 2a, with many more in the supply chain as business and contract opportunities become available, a further step in the Government’s plans to Build Back Better.

We are delighted to announce that from today (Monday, February 22), applications are now open for residents across Phase One and Phase 2a of the HS2 route to become Local Community Representatives .
As part of the Construction Commissioner Steering Group (CCSG), you will represent your community, share and communicate a range of experiences and perspectives as Britain’s new high-speed railway is built, and also help to monitor the performance of the Independent Construction Commissioner (ICC).
We are seeking to recruit a number of Local Community Representatives to sit on the CCSG, which is independent of HS2 and the Department for Transport. The Group meets three to four times a year, in either Birmingham or London (when attending physical meetings) and also virtually.

In July 2017, the Government deposited a hybrid Bill with Parliament to secure the powers to construct and operate Phase 2a of the new high-speed railway between the West Midlands and Crewe. Today HS2 took a major step forward, as the latest phase successfully completed over three years of Parliamentary scrutiny to receive Royal Assent.
The Phase 2a hybrid Bill contained over 15,000 pages of information and weighed in at 109kg. The House of Commons Select Committee spent 51 days hearing petitions from those most affected by the construction and operation of the new railway, with 14 days of petitioning heard in the House of Lords.
The hybrid Bill process has enabled communities, individuals, and organisations along the line of route to raise concerns, have their views heard in select committee, and to influence how we build the railway. To date, the Secretary of State for Transport has provided over 1,500 Undertakings and Assurances to stakeholders affected by the Phase 2a route.
Benefits of the scheme
Obtaining Royal Assent has also triggered the launch of route-wide schemes targeted at assisting communities. Two funds, worth a combined £5 million, will soon be open for applications:
The Phase 2a Homeowner Payment (HOP) Scheme is now available to property owners in rural areas who live between 120 and 300 metres from the HS2 line, wherever it is not in a deep tunnel. Eligible property owners can apply for between £8,000 and £24,000, depending on how close they live to the proposed line.
The Green Corridor initiative will promote ways for local people to enjoy the countryside, providing a network of habitats created along the HS2 Phase 2a corridor.
The Road Safety Fund will go towards local road safety schemes in areas not currently accustomed to construction traffic. This will help provide a legacy of improvements for areas adversely affected by Phase 2a traffic.
It is anticipated that the construction of HS2 Phase 2a will create in the region of 1,920 full time construction jobs, 140 permanent jobs (e.g. from the maintenance base near Stone) and further jobs throughout the entire supply chain. By building Phase 2a earlier than planned, the cities in the north of England and Scotland will see the benefits of HS2 more quickly. It is expected that the building of HS2 will create opportunities for regeneration and improved connectivity - in effect bringing cities closer together, opening up new markets, new job opportunities, and new opportunities for growth.
What happens next
Preliminary work on the Phase 2a route has already begun, in the form of Ground Investigation work. This started in November 2020 and will take several months to complete.
In spring 2021 work will begin to prepare the land ready for the construction of the railway. This enabling work will include further surveys, utility diversions, archaeological digs, tree planting, ecological habitat creation and work on the highways. The main construction programme is not due to start until 2023 and over the next two years we will be preparing the final design of the railway.

We are committed to keeping you informed about work on HS2. This includes making sure you know what to expect and when to expect it, as well as how we can help. As part of this, we will produce a local area engagement plan setting out how we will engage with communities along the 2a route to ensure that we meet our commitments and continue to be a good neighbour. During its passage through the House of Lords, an amendment to the Phase 2a Bill was made requiring a further consultation on a variety of topics including the impact of road traffic as a result of our work, the impact of our work on the natural environment, transport provisions for passengers connecting to Phase 2a, and whether new railway stations, improvements to existing railway stations, and the reopening of associated lines is necessary to support passenger connections to Phase 2a.
Responses to this consultation will help inform Government policy on HS2 Phase 2a and the environment and on future proposals for services on HS2 Phase 2a and the conventional rail (i.e. Network Rail network) and other transport networks.
Given the extensive consultation already undertaken for Phase 2a and consideration of the scheme by both Select Committees in Parliament, the Government does not intend to make substantive changes to the Phase 2a scheme or to its planned construction programme in light of this consultation.

Community engagement report: January to June 2020We have published the fifth public report that documents our progress towards being a good neighbour by putting engagement with communities at the heart of everything we do.
This report covers the six-month period from January to June 2020, and draws on a number of case studies of activity during the first half of the year, along with currently available data such as from our Helpdesk, community funding awarded and the events we have held.

Green Corridor prospectus and mapping toolAs part of our commitment to conserve and enhance Britain’s natural environment as we plan and build the railway, HS2 is creating a Green Corridor along the route, a network of joined up habitats, landscaping and community-based environmental projects.
We have developed an online map showing where we are delivering Green Corridor activities and where additional HS2 funded environmental projects are being delivered along the route. You will be able to use the map to view relevant Community and Environment Fund (CEF) and Business and Local Economy Fund (BLEF) projects, the Woodland Fund, other local panel funds, and HS2 environmental works in your area.
We have also published a Green Corridor Prospectus to accompany the map. The prospectus outlines the many ways the Green Corridor and associated funding can benefit communities, for example, through the creation of new play facilities, investment in green spaces in urban areas, regeneration along canals, and conservation and enhancement of the historic environment.
Used together the Prospectus and the online map will enable community and environment groups to identify local opportunities to enhance and enjoy the natural environment using the funds available.
As you will know there are a number of grants available to support environmental projects and improve green spaces in your constituency, such as the HS2 Community & Environment Fund and the Woodland Fund. The temporary lights will be in place between 8:00am and 5:00pm, subject to consent, with our teams on site one hour before and one hour after the works to set up and secure the site at the end of each day.

In a landmark for the second phase of Britain's new high-speed railway, companies are being invited to tender for the first major works contracts to be awarded on Phase 2a of the project - heading north from the West Midlands to Crewe. Linking Birmingham to Crewe, Phase 2a will carry trains bound for destinations such as Glasgow, Liverpool, Manchester and the north west, speeding up overall journey times and freeing up space on the existing network.
The ‘Early Civils Work – Package 2’ is a £50m programme of enabling works designed to reduce disruption during the main build stage of the project. This includes major highways works and associated utility diversions as well as a range of environmental and other surveys along the 58km route. They mark the first major preparatory activity to be carried out beyond Phase One, currently being built between the West Midlands and London.
A detailed programme of ground investigation along the Phase 2a route has already begun and Balfour Beatty has been awarded £25-30m to continue this work. Data from this and previous geological investigations, will inform ongoing design development.
Once complete, Phase One and 2a will significantly reduce journey times between the capital, north west England and Scotland with services joining the existing west coast mainline at Crewe.
The new infrastructure will also free up capacity on the existing network for more local trains and freight by rail. This could see services rise from hourly to half-hourly or better between Crewe and Stoke-on-Trent to Nuneaton, Tamworth, Lichfield and Rugeley, more services from Crewe and Runcorn to Liverpool, as well as via Crewe between North Wales, Chester and London.
Draft legislation to build, operate and maintain Phase 2a is currently proceeding through Parliament, with Royal Assent anticipated during winter, with contracts for the early works expected to be awarded in early 2021.

We continue to undertake one of the largest ecological surveys in the UK. Some of the UK’s most experienced and leading ecological consultants are working with us, and our work is supported with technical input and advice from specialist ecologists.

HS2 and the COVID-19 outbreak
As previously announced, HS2 has taken the decision to postpone all face-to-face engagement events and meetings due to the COVID-19 outbreak. However, we remain committed to being a good neighbour to anyone affected by our work, and have continued to notify local residents about any activities in their area through alternative methods of communication. This includes direct mail, such as the latest newsletters, which we have sent in the post to local residents that are impacted by our works.

Since the publication of our newsletter and In Your Area booklets earlier this year, we wanted to:
The Phase 2a Bill was deposited in the House of Commons in July 2017. Following design reviews, which took into account ongoing engagement with stakeholders and communities, two Additional Provisions (APs) confirming design changes, were deposited in March 2018 (AP1) and February 2019 (AP2) and for each of these, Select Committee hearings were held.
The Bill entered the House of Lords in July 2019 and as a result of the Covid-19 lockdown, the House of Lords Select Committee hearings, due to commence in March 2020, were suspended. The Select Committee hearings resumed in July 2020 and petitioners were offered the opportunity to be heard virtually or in person, with all hearings completed by 23 September.
We expect Royal Assent to be granted in late 2020, providing us with the permission and powers we need to build and operate the railway - this means that our construction work can begin.
Safeguarding DirectionsAs the Bill process progressed, the design for Phase 2a has been amended following scrutiny by the House of Commons Select Committee, after deposit of Additional Provisions 1 and 2. The last update to safeguarding was made in September 2017, and on 23 June 2020 the Government announced a further update to the Safeguarding Directions (safeguarded zone) and zoned property schemes for the Phase 2a section of the route .
Letters were sent to all affected property owners to notify them where Safeguarding Directions have been updated. We responded to queries from some residents who received these letters and provided further guidance and reassurance about the changes where needed.
Undertaking surveys and ground investigations along the HS2 route between the West Midlands and CreweIn the coming months, you may see our teams out and about undertaking surveys as we continue our preparations for building the railway. This will include:
Access for our investigations
In order to gain access to land or property to carry out surveys or investigations, we have historically entered into licences with landowners and occupiers. All licences expired earlier this year and we will not be issuing new licences. We will instead be using powers under the Housing and Planning Act 2016, requiring HS2 Ltd to serve notice on affected parties on behalf of the Secretary of State for Transport. If we need to access your land as part of these surveys you will receive a letter which will explain what we are doing, when and how.
In the meantime, we are continuing to talk to people and organisations affected by the route, ensuring they understand what is being planned, while identifying opportunities to address any concerns.
The Phase 2a Community Engagement Team remains in place and available throughout the current restrictions and can help with any questions you might have about Phase 2a or the project as a whole.
COVID-19 - ongoing works and engagement with communitiesWe are continually reviewing the works on our construction sites in line with Government and Public Health England advice on dealing with COVID-19. The Government’s current strategy makes it clear that construction activity can continue as long as it complies with this guidance. Only sites that can operate within the guidelines are working, and they remain under constant review.
While we have postponed all face-to-face engagement events and meetings, we have been keeping communities informed and involved in different ways. This includes letters, emails, phone calls and online events.
Archaeology on the Phase 2a route
To mark the Council for British Archaeology's Festival of Archaeology , we held a series of free online events for communities to get involved and find out more about what treasures are being unearthed as we build the country's new high speed railway.
An Introduction to HS2 Archaeology: Staffordshire and Cheshire , highlights how our archaeological works on Phase 2a from Fradley to Crewe, which cross north Staffordshire and East Cheshire, build upon our experiences and discoveries from Phase One, revealing new insights and findings about the history of this landscape.
Led by Chris Jordan, our Historic Environment Manager for Phase 2a, this talk introduces the heritage along the Phase 2a route, including the influence of the landscape, and discusses what we are trying to discover, how we do it, and what exciting finds we might expect over the next few years.

There will be a road closure in place on Wood End Lane on weekdays from Monday 23 November until Monday 30 November. This follows temporary traffic lights in this location. This is to allow safe access to our work sites to prepare for future construction works, which include roadside vegetation clearance. The road closure will be in place between 9:30am and 3:30pm on weekdays with our teams on site one hour before and one hour after the works to set up and secure the site at the end of each day.

Community and Business Funds
The first half of the session will explain how to access our Community and Business Funds, exclusively available to those disrupted by the construction of the railway. The Community and Environment Fund (CEF) and the Business and Local Economy Fund (BLEF) have a combined value of £5 million for Phase 2a communities and will be available following Royal Assent of the Phase 2a Bill.

There will be a temporary road closure in place on Park Lane from Thursday 1 October until the end of November. These works have been extended due to poor weather. The road closure will be in place at all times to facilitate permanent access to conduct enabling works ahead of the construction of HS2. The updated notification is here.

The Longdon Club & Institute , a Social Enterprise based at the Memorial Hall in Longdon, Rugeley, is a thriving local amenity which has secured a CEF (Community and Environment Fund) grant to provide essential renovations and improvements to the building.
The Memorial Hall, built in 1919 to commemorate those who fell in the First World War and to serve the local community, hosts regular sports, music and bingo nights for local residents. It will receive £75,000 from our CEF fund to carry out a number of enhancements, including improved accessibility for disabled residents and wheelchair users, a new kitchen, tables and chairs and renovation of the building’s exterior. It will also provide a new energy efficient central heating system, new double-glazed windows, roof insulation and electrical rewiring.
The project is a continuation of other upgrades, funded separately, which have seen the improvement of toilet facilities and is part of a programme of work to keep the building in good order to ensure it can continue to serve the community for many more years to come.
To date, over £7.6 million has been awarded from the funds across 126 projects near the HS2 route. In Staffordshire, seven other projects have already benefitted, sharing £337,699 between them. The projects range from upgrades to community facilities including village halls and tennis courts, to a contribution to the development of a new café at the Wolesley Centre, part of Staffordshire Wildlife Trust’s local estate.
Community and Business Funds
As construction of HS2 gets underway, applications for the funds are still being welcomed. Our Community and Environment Fund (CEF) and the Business and Local Economy Fund (BLEF) for Phase One are worth £40 million. They give local communities and businesses disrupted by the construction of HS2 the opportunity to receive funding of up to £1 million for projects to improve their local area or support their local economy.
The Funds for Phase One, independently administered by community charity Groundwork UK, support urban and rural, community, environmental and business projects. Community and business groups in Staffordshire will also be eligible to apply for a share of the £5million funding announced for Phase 2a of the HS2 route, between the West Midlands and Crewe, when the funding is available.

HS2’s landscape and ecology programme in the West Midlands will create bigger, better and more joined up wildlife habitats, including woodland, wetlands, and community spaces around the new railway for people to enjoy for years to come.
We would like to invite you to find out more by attending our free 'HS2 in Focus' webinar on ecology on September 30, where we will be discussing our plans for habitats and wetlands in the region and highlighting what has already been created.
Our enabling works contractor LMJV (Laing O’Rourke and Murphy Joint Venture) and their team of ecologists and landscape architects have planted nearly 80,000 trees already in the West Midlands and Warwickshire. In addition, 40 ponds and several acres of wetland, heathland and meadow have also been created, with new wildlife habitats in a variety of locations including badger setts, bat houses, bird boxes, reptile banks and bug houses to help local wildlife populations thrive.
The new woodlands will be part of our ‘Green Corridor’ which will see up to 7 million new trees and shrubs planted between London and the West Midlands, supporting delicately balanced local ecosystems running through the spine of the country.
Our environmental experts, as well as those from LMJV and Five Rivers Environmental Contracting, will be discussing the works that are taking place before we build Britain’s new high-speed railway. The session will also highlight the efforts we are making to ensure that we carefully manage our impact on the existing natural environment during the construction and operation of the new railway.

September is an exciting time to learn about the mysteries of the past and how our ancestors lived as we host a series of fascinating online archaeology events as part of Heritage Open Days 2020. In addition, a major three-part documentary will be shown on BBC Two from Tuesday, September 15, exploring the discoveries found in Britain’s largest ever archaeological programme.

To ensure that the local road network is fit for purpose when the future HS2 Interchange Station is operational, HS2 contractors are expanding and improving the existing network and creating new routes on HS2 land.
On Friday 7 August 2020, junctions 6 and 7A (northbound) and junctions 7 and 6 (southbound) of the M42 were closed to traffic. This closure enabled early works contractor, LM, to safely install a 65 metre bridge over the motorway.
We’re pleased to inform you that the closure of the M42 has been lifted and road users can now travel in both directions. Work to install the 2,750 tonne, 65 metre long bridge, which spans the width of the M42, was completed in just two days and the motorway reopened to road users earlier than planned.
A 448-wheel transporter took just one hour and 45 minutes to move the bridge span 150 metres, where it was affixed to a composite concrete deck to complete the overall bridge structure. Traditional construction methods would have required several weeks of lane closures on both carriageways, followed by additional weekend and overnight closures.
The successful installation marks the completion of the first of four bridges to be built close to the new Interchange Station. It will form part of the major remodelling of the existing road network to improve the circulation of traffic around the HS2 railway line and the new Interchange Station.

These works will be concentrated on and around Northway Island, on the B4438 and Northway. To link the new network with existing routes, we’re building four connecting highways bridges. The first of these new bridges will span the M42. To safely install the bridge deck over the M42, we will close sections of the M42 for one weekend.
The area between junctions 6 and 7A (northbound) and junctions 7 and 6 (southbound) will be closed after evening rush hour on Friday 7 August 2020, and reopen before morning rush hour on Monday 10 August 2020 . If work progresses faster than expected, we will reopen the M42 earlier if possible.

HS2 contractors have been carrying out works near the A452, A45 and M42 in Solihull since 2018. We refer to this location as the Interchange area because it will be the home of the future HS2 Interchange Station .
Situated near the National Exhibition Centre and Birmingham International Airport, Interchange Station will be a major transport gateway for the region, with HS2 providing high speed rail connections to London, Birmingham and the North of England.
To ensure that the local road network is fit for purpose when the future HS2 Interchange Station is operational, our contractor LM is expanding and improving the existing road network and creating new routes on HS2 land. In early August 2020, a key piece of work in this area will be to install a highways bridge spanning the M42.

On 23 June 2020 the Secretary of State for Transport issued updated safeguarding directions for the whole of the Phase 2a route , which will run between the West Midlands and Crewe. These were formally announced in Parliament by the HS2 Minister, Andrew Stephenson MP .
In order to protect the land needed to build High Speed Two, the Secretary of State for Transport issues ‘Safeguarding Directions’ to local planning authorities. This means that HS2 Ltd must be consulted on any planning applications within the safeguarded area.
These safeguarding directions reflect the amendments (and therefore land requirements) that have been made to the hybrid Bill by the House of Commons as it passed through the Select Committee.
Through these revised safeguarding directions, the government has protected land that is anticipated at this stage will be needed to build Phase 2a of HS2 and where there may otherwise be a risk of conflicting development.
The new Safeguarding Directions supersede those issued in September 2017.
We have written to landowners on the Phase 2a route who are affected by these changes to let them know what’s happened, what it will mean for them and what they can do.

Pupils at Meadow High School in Hillingdon have suggested a name for one of the first of 10 giant tunnel boring machines (TBMs) which has been shortlisted for a national vote launched by HS2 Ltd. The TBMs will excavate more than 35 miles of tunnel on the first phase the UK’s new high speed railway between London and the West Midlands.
The public is being invited to go to https://www.hs2.org.uk/tbmvoting/ and vote for their favourite name, from a shortlist of three chosen by local school children and inspired by female scientific and medical pioneers.
The names are:
The name with the most votes will be given to the first TBM, due to be launched from a site close to the M25 early next year. The enormous, 2,000 tonne, 170m long machine will be one of two that will dig the 10 mile long Chiltern tunnels.
The second machine, due to be launched a month later, will be given the second most popular name in the public vote.
The TBMs will be operated by HS2’s main works contractor, Align JV – a joint venture formed of three companies: Bouygues Travaux Publics, Sir Robert McAlpine, and VolkerFitzpatrick.
The machines are being built by Herrenknecht in Germany. Their names are being chosen now so they can be fixed to machines during their manufacture, ready for when they emerge out of the factory.
After completion the first two machines will be disassembled before beginning their long journey to England. Once they have arrived on site, each TBM will be reassembled, ready to begin their life underground.
Together the TBMs will spend around three years digging what will be the longest and deepest tunnels on the project, stretching from just inside the M25, to South Heath in Buckinghamshire.

We have published a new newsletter that provides information about upcoming work in the North Warwickshire and Staffordshire area. These works are part of Phase One of the railway, between London and the West Midlands.
Preparations for main construction work on HS2 are well underway. Over the coming months we will continue delivering a number of activities including archaeological investigations, vegetation clearance, utilities work and preparing main construction compounds. This will take place across North Warwickshire and Staffordshire.

HS2 and the COVID-19 outbreakAs previously announced, HS2 has taken the decision to postpone all face-to-face engagement events and meetings due to the COVID-19 outbreak. However, we remain committed to being a good neighbour to anyone affected by our work, and have continued to notify local residents about any activities in their area through alternative methods of communication. This includes direct mail, such as the latest newsletters, which we have sent in the post to local residents that are impacted by our works.

The number of community and business groups to receive awards from the HS2 community and business funds has topped over 100 with Staffordshire receiving six awards to date totalling £943,525 . The Community and Environment Fund (CEF) and the Business and Local Economy Fund (BLEF) for Phase One, between London and the West Midlands, make a combined total of £40 million available to local communities and businesses disrupted by the construction of HS2.
Amongst Staffordshire's six awarded projects is the Project Pigsty at Woodhouse Farm and Walled Garden in Lichfield. The £10,000 funding has been used to create a new indoor space at the farm which is being used as a learning, meeting and community space, providing an all-weather facility encouraging access to the farm and walled garden all year round. They received of the £262,699 awarded to date in Staffordshire.
As we work through the COVID-19 pandemic, the approval for the next stage of the project has meant that our contractors now have the go ahead to start building the new railway whilst remaining within the Public Health England (PHE) and industry guidelines. As part of our commitment to being a good neighbour, we realise that communities are affected by the construction of HS2, and the community and business funds are key to help offset the disruption caused.
As construction of HS2 gets underway, applications for the funds are still being welcomed. The Funds for Phase One, administered by community charity Groundwork UK, support urban and rural, community, environmental and business projects. Community and Business groups along the HS2 route between London and the West Midlands have been able to apply for funds since March 2017.

An announcement in January 2018 confirmed that the extra £5 million would be made available for Phase 2a (West Midlands to Crewe). There is no fixed allocation between CEF and BLEF. The additional £5 million for Phase 2a will be made available following Royal Assent (confirmation) of the Phase 2a Bill. CEF and BLEF are not currently available for Phase 2b of HS2.
The independent administration of these funds is managed on behalf of HS2 Ltd by the charity Groundwork who will ensure both funds remain available for applications throughout the construction of Phase One. Read the Groundwork annual review .
On 15 April 2020, the Department for Transport gave approval for HS2 Ltd to issue Notice to Proceed to our four Main Works Civils Contractors (MWCC) working on Phase One of the project.
The issuing of Notice to Proceed marks the point in the MWCC contracts where work transitions from scheme design and preparatory work, to full detailed design and construction of the railway between London and the West Midlands.

The four contractors along the phase one route – SCS Railways, Align JV, EKFB JV and BBV JV – will start the second stage of their contracts immediately, progressing detailed design, site preparation works and placing important sub-contracts. During this period, our contractors are continuously reviewing their ability to work within Public Health England guidelines to ensure the health, safety and wellbeing of our workforce and the communities in which we are working.
We understand that some local communities are concerned about the impact of construction and we remain committed to being a good neighbour to anyone affected by our work.

The health, safety and wellbeing of the communities along the route of the new railway, and our staff, remains our absolute priority.
Construction sitesWe are working closely with our construction partners to review the works on our construction sites in line with Government and Public Health England (PHE) advice on dealing with COVID-19. The Government’s current COVID-19 strategy makes clear that construction activity can continue as long as it complies with this guidance.
Along the overall Phase One route, between London and the West Midlands, work at some of our sites has been paused as we complete this review. Some staff may be present to make the safety assessments and to ensure the sites remain safe and secure. Those sites that are still working are doing so because they can operate within PHE and construction industry guidelines, and will be monitored and remain under constant review.
We do expect that work will restart at some of these sites where our contractors are confident that they can operate in line with PHE and industry guidance, protecting our staff and the communities in which they are working.
Community engagementWe have taken the decision to postpone all face-to-face engagement events and meetings during this period. We have been notifying local residents and putting in place alternative ways of communicating and engaging with communities over the coming weeks and months.

If you contact us by post there will be an extended delay in us receiving and responding due to the current circumstances.
Cadent is moving underground gas pipelines in the Coleshill area, to allow for the construction of the new railway.
Cadent will shortly be carrying out work on one of these pipelines near Faraday Avenue, south of Hams Hall Industrial Estate. We expect the work to be completed by November 2020.
Cadent will need to set up a temporary works compound on land close to the existing railway line, south of Hams Hall Industrial Estate. They will access the site via Edison Road and the A446 (Lichfield Road).
Work will take place during normal working hour- Monday to Friday – 08:00 am to 18:00 pm and Saturday working from 08:00 am to 13:00 pm. There will be standard construction equipment and vehicles on site, and we do not anticipate that works will cause any disruption to local people. There will be no disruption to utilities during our works.

HS2 Works Notification: extension of traffic management on the A446 - postponed.Early works to construct the new railway, is carried out by a joint venture between Laing O’Rourke and J. Murphy & Sons, known as LM.
LM have been carrying out junction improvement works on the A446/Lichfield Road between Water Orton and Coleshill at the entrance to the current Severn Trent treatment plant. These works will now be extended until July 2020. The reason for these works is to ensure the site has suitable access for the vehicles and work personnel required to undertake the building of the railway.
LM need to continue operating traffic management in the area to ensure a safe working environment.

LM will be carrying out works on the Southbound A38 in the Streethay area on three Saturdays in April. The three dates are:

We have recently constructed an access road connection to take vehicles working on the HS2 project off the Southbound A38 into a compound that is being created as part of the construction of the railway.

HS2 Works Notification: Building a main site compound at Cappers LaneBalfour Beatty Vinci (BBV) is working on behalf of HS2 Ltd to build the new railway in your area. To support the building of the railway, we need to construct a number of compounds along the route, including a main site compound at Cappers Lane.
A compound is an area of land which will be used as a base for staff to work from and include areas to store and transport soils and prepare the materials we will require for construction.
Work will start in late March / early April 2020 and it will take up to 8 months to complete the compound. our core working hours will be Monday to Friday 8:00 am to 6:00 pm (excluding bank holidays) and from 8:00 am to 13:00 pm on Saturdays.

Following UK Government advice to stop non-essential contact with other people, and avoid all unnecessary travel, we have taken the decision to postpone a number of face to face engagement events and meetings. We’re inviting primary schools close to the HS2 line of route for Phase One to sign up for a free safety workshop that teaches children about the importance of staying safe around construction sites. Safety is one of our core values and we’re working with Arc Theatre to deliver Playing it Safe , an interactive workshop.
Playing it Safe has visited over 5,000 pupils so far since its launch in 2018 to teach them about the dangers present on construction sites and the surrounding areas, as well as the consequences of trespassing on those sites.The workshop is available to Years 5 and 6 with audiences of between 30 and 90 pupils, with each session lasting between 60-75 minutes. Arc Theatre can deliver up to two sessions in one school per day. The workshop is completely free of charge, but limited and offered to schools closest to the route. Balfour Beatty Vinci, (BBV),is working on behalf of HS2 Ltd to build the new high-speed railway in your area.
BBV will be carrying out Ground Penetration Radar (GPR) surveys to establish what is underneath the surface of the road in Cappers Lane. This information will help us to finalise the detailed design for the route to be constructed.
For the surveys to be completed in a safe environment, we will be installing traffic lights on Cappers Lane on the 12th March for one day. The works notification can be viewed here Cappers Lane .

South Staffs Water will need to move underground water pipelines to allow for the construction of the new railway.
To enable them to do this work and have a full understanding of local ground conditions, South Staff Water will need to carry out surveys in the area. These surveys will take place during March 2020. The works are from 08.00 am Saturday 7th March until 05:00 am Monday 9th March (inclusively).
South Staffs Water will be digging a trial ditch to determine the depth and condition of any existing pipeline that runs along the south bound verge of the A38 at Streethay Junction. You can read Streethay Junction South Staff Water works here.

HS2 Works Notification: Traffic Management on Cappers Lane, near LichfieldEarly works for HS2 are carried out by LM – a joint venture between Laing O’Rourke and J. Murphy & Sons.
Over the coming weeks LM will be working near Huddlesford and Lichfield to prepare the route of the new railway ahead of main works construction. This work includes vegetation, hedgerow, tree removal and installing a fence.
To ensure safe access to our work sites along Cappers Lane we will be operating temporary traffic lights. These signals will be in operation between 9:30 am and 3:30 pm from week commencing 16 March for three weeks, subject to site and weather conditions. Last July 2019, we notified you of works Cadent Gas planned to do off the A453 - Sutton Road, south west of Mile Oak. The work involved Cadent moving an underground gas pipeline. The work started in mid- July and are expected to finish in September 2020. The previous works notification is available here October 2019 notifications to view.
In order to complete these works on time, Cadent are extending their working hours to include weekend working on Saturday and Sunday. This will enable them to carry out the pipeline diversion safely and efficiently. The extended working hours will be in place for eight weeks , from 17 February. This means you will see people on site from 08:00 am to 18:00 pm during the weekend.

From early February 2020, for a period of 8 months, LM will start creating a new wildlife habitat on land off Rookery Lane, located to the west of Hints Village.
This work includes the building of a bat house and the planting of new woodland. These works will form part of a 'green corridor' of habitats, woodlands and community spaces alongside the railway.
Vehicle access to the site will be along Rock Hill. LM will only use larger vehicles for the delivery of machinery, equipment and materials required for the creation of the new wildlife habitat.
A traffic management system will be in place on Rock Hill to ensure the safety of road users. There will also be occasional shared use of Hints 5, public right of way.

During January we will temporarily be closing Park Lane. This is required to help us carry out vegetation works in the area safely.
The closure will be in place on weekdays between 9:30am to 3:30pm for two weeks. Pedestrians and cyclists will not be able to use the road during this time.
A diversion route will be in place along the east side of Park Lane, Burton Road, through Whittington and Cappers Lane. Access to properties and businesses will be maintained during these works.

Earlier this year we notified you of work we were carrying out to the A38 southbound to create a connection of an access road. This will help to take vehicles working on HS2 off the A38 southbound.
Due to adverse weather conditions we are now extending this work, which is now due to be completed by 2 February 2020.

Sutton Road
During summer we told you about work we would be doing west of Mile Oak to carry out a gas pipeline diversion.
We are now due to start the next phase of this work, which will involve drilling two shafts into the ground and using a boring machine to tunnel between these two shafts.
The machinery we need to use to bore the tunnel may need to run for 24 hours a day, however, because the work takes place underground we do not expect there to be any additional noise or disruption in the local area.
We do not anticipate there to be any disruptions to the gas supply in the area. full details are available in our latest notice.
Shirral Drive
Earlier this month we let you know that we would temporarily be closing Shirral Drive.
This work has been temporarily postponed. It is now due to start the week commencing 9th December for seven weeks. You can find full details in the updated version of the notice .

We will be conducting visual surveys within the Parishes of Hints, Swinfen and Packington and Weeford on Friday 22 November, 2019. Our surveyors will be in these areas undertaking visual surveys of drainage features in the vicinity of the HS2 route.

Since May 2019 we have been working to move a gas pipeline near Church Lane. We now need to carry out some routine testing on the relocated pipeline.
To help us carry out this work safely we will need to close a footpath that crosses our site for 4 days. From late November to early December we will be closing the footpath that runs between Middleton and Portleys Lane, south of Drayton Bassett.

We are working near Drayton Bassett to prepare the route for the new railway. This includes constructing ecological mitigation sites and vegetation clearance.
From the end of November we will need to temporarily close Shirral Drive, to help us carry out our work safely. The closure will be in place for around 7 weeks. Pedestrians and cyclists will not be able to move through the closed area for health and safety reasons.

We have published the third public report that documents our progress towards being a good neighbour by putting engagement with communities at the heart of everything we do.
This report covers the six-month period from January to July 2019, and draws on a number of case studies of activity during the first half of the year, along with currently available data such as from our Helpdesk, community funding awarded and the events we have held.

HS2’s brand new track and fast intercity services will carry more than 2 million people a week.
By freeing up space on existing lines, for new local train services, passengers and freight, HS2 helps ease congestion and over-crowding. Travelling by train becomes a more convenient and enjoyable option for everybody, regardless of how far they’re going.
Our latest video explains how the delivery of Britain's new high speed railway will be a game changer for the UK rail network and will help to improve your journey, even if you don't use our trains.
Once the full network is complete we expect HS2 trains to carry over 300,000 passengers a day. We have planned for the future by making sure that the HS2 network can grow with increased demand.
Up to 48 HS2 trains will be running on the rail network every hour, each carrying up to 1,100 passengers.

Over the coming months, you may see Laing O’Rourke and J. Murphy & Sons (LM) staff and subcontractors on HS2 sites near you, continuing with our early works for the railway. We want to give you a sense of what we will and won’t be doing in this period.
Ancient woodland sites
As HS2 confirmed in this statement , we have instructed our contractors to hold off clearance of ancient woodlands required for the construction of the railway during the period of the Oakervee review. However, it will be necessary for HS2 Ltd to undertake certain essential works to enable removal of potential refuge habitat for Great Crested Newts and the closure of badger setts, it may be necessary to first clear discrete areas of scrub and ruderal vegetation.
In addition, certain mitigation measures for the protection of bats will be required, in order to avoid the risk of bats roosting in trees that will be the subject of Clearance Works, in the event that such works resume from January 2020. This work will also need to take place this autumn, ahead of hibernation.
The work will include blocking up holes in trees to stop bats from roosting, as well as potentially removing some selected branches, for the same purpose. However, HS2 Ltd will not remove branches from any ‘ancient’ or ‘veteran’ trees within any ancient woodland This work is required to meet legal requirements and will be undertaken in accordance with the terms of the necessary bat licences granted by Natural England.
Other activities
We will be continuing with other clearance activities this winter. This includes clearing shrubs, hedgerows and woodland in non-ancient sites, as well as habitat creation.
This work needs to continue in order to ensure that our main construction work can commence on time in future. It is also important to complete this work during this time of year as it is outside of key periods in the ecological calendar, such as bird nesting season, minimising our impact on local wildlife.

Our enabling works contractor, the Laing O’Rourke and Murphy (LM) joint venture recently published an Autumn/Winter Newsletter to provide more information about early works in Warwickshire, outlining our activities from October 2019 to March 2020 to ensure main construction work can start on time.
Included in the newsletter was an update about how some of our work activity would affect limited areas of ancient woodlands. We have assessed 11 ancient woodlands, parts of which were due to be affected by preparations to build Britain’s new high speed railway this autumn, during the period of the Oakervee review . Work will now be deferred to Autumn or Winter 2020 on 5 of these sites, and to early 2020 on 6 of the sites. We will also take measures to protect wildlife to ensure they are not affected when work begins in early 2020.
The work affecting 11 ancient woodlands will be deferred as follows:

Other essential preparatory works will continue during this period including general vegetation clearance, fencing, preparation of site compounds, and ground investigations. We are continuing to assess and monitor this programme of work and any related impacts on ancient woodlands. Should that ongoing assessment result in any changes to our position, we will inform you as soon as possible.
We are also delivering an extensive community engagement programme to ensure that local people are kept up-to-date with any works in their area.

During October we will be carrying out works on the A38 southbound to create a connection of an access road. This will help to take vehicles working on HS2 off the A38 southbound.
There will be overnight road closures on the A38 with signed diversions in place and access to frontages will be maintained. Speed restrictions will apply for the duration of the works.
There will be no closure over the weekend of Rememberance ( Sunday 10 November).

The Government has announced the HS2 Prolonged Disruption Compensation Scheme.
This policy complements a wider package of environmental controls set out in the HS2 Phase One environmental minimum requirements and adds to the noise insulation and temporary re-housing measures set out in information paper E23.
We are aware of the issues that building a new railway can cause to people who live nearby. We will design and build the railway in ways that reduce noise as much as we reasonably can.

We’ve written the Staffordshire Local Area Engagement Plan to explain how we’ll deliver our Community Strategy in Staffordshire's Phase One section of the new railway between Drayton Bassett and Handsacre. This Local Area Engagement Plan covers works associated with Phase One section only and not the Phase 2a section of the route between Fradley in Staffordshire and Crewe.
The plan sets out how we‘ll engage with communities in Staffordshire to ensure that we meet our commitments and continue to be a good neighbour. This is particularly important in 2019 as we begin our main construction work for Phase One.
This plan:
· introduces you to your local Community Engagement team and partners working on our behalf;
· provides maps showing where our key works are in your area;
· informs you about the different ways you can contact us; and
· explains how we’ll measure how well we’re doing against our 10 Community Commitments.
From mid-July we will be working south west of Mile Oak on a pipeline diversion.
This work is to prepare for the construction of the railway and to continue to ensure a safe and reliable gas supply in the area.
There should not be any disruption to your utilities supply during these works, which will include digging a trench, welding and installing a pipe.

The latest cohort of projects to receive funding from the HS2 Community and Business Funds have been announced today, taking the total award value from the Funds to £3.5m to organisations along Phase One of the HS2 route.
HS2’s Community and Environment Fund (CEF) and Business and Local Economy Fund (BLEF) has so far seen 62 projects from across the country receive funding awards. This government-backed funding programme was created to add benefit to communities and support local businesses affected by Phase One of HS2 above compensation and mitigation.
The Funds are being managed independently by Groundwork UK, a community charity that works to transform lives in the UK’s most disadvantaged communities.
The latest cohort of funded CEF and BLEF projects includes:
Community groups and business support organisations are being encouraged to apply to the Funds for projects that have a demonstrable positive impact on their local community.
A combined total of £40 million has been made available for both the CEF and BLEF projects for Phase One of the construction of HS2. The Funds will provide support for good quality bids and funding will be available throughout this time period. CEF and BLEF have supported 62 projects since March 2017 from small scale grassroots projects to large scale capital projects which benefit a wide range of communities.

Groundwork, the independent administrators of Phase One of HS2 Community and Environment Fund (CEF) and Business and Local Economy Fund (BLEF), have released the HS2 Fund Annual Review for 2018/2019.
In this last year, 49 CEF & BLEF projects have received funding with communities and businesses along Phase 1 benefitting to the tune of close to £3m.

We have published the second public report that documents our progress towards being a good neighbour by putting engagement with communities at the heart of everything we do.
This report covers the six-month period from July to December 2018, and draws on a number of case studies of activity during the second half of the year, along with year-end data from our Helpdesk, community funding awarded and the events held.
We will continue to publish these reports on a six monthly basis. The next report will cover January to June 2019, and will be published in autumn 2019.

In March a further £4 million was released to fund the creation and restoration of woodlands in areas ranging from London to the West Midlands, as part of HS2’s ongoing ecology programme.
The HS2 Woodland Fund is now a total grant scheme of £5 million and is aimed at helping landowners to create new native woodland and restore Plantations on Ancient Woodland Sites. This follows the success of the first £1 million of the Fund that was committed to projects throughout 2018.
The Woodland Fund is open to applications from landowners located within 25 miles of the Phase One route of the high speed railway, which passes through parts of Greater London, Hertfordshire, Buckinghamshire, Oxfordshire, Northamptonshire and Warwickshire, as well as the wider West Midlands. The fund aims to help local landowners create new native, broad leaf woodlands, especially where they connect or expand existing ancient woodland or connect semi-natural open habitats. It also provides financial support for the tree planting and associated items needed to protect them – this includes fencing and gates, as well natural flood management items.

The BMX track in Whittington village was built a decade ago and is now in a poor state of repair and in need of a renovation. The £9,999 awarded to the project will fund the resurfacing of the track so it can be used properly again by young people in the village.

We recognise that there are many schools in close proximity to our planned works and it is important for us to ensure that children understand the dangers that construction sites can pose. We have a duty to engage directly with local schools to communicate and reinforce the importance of staying safe when living and playing near construction sites.
We appointed Arc Theatre to deliver Playing it Safe , an interactive health and safety workshop designed for primary schools along the Phase One route of HS2. The workshop uses drama to communicate the dangers present on construction sites and the surrounding areas, as well as the consequences of trespassing on those sites.
Playing it Safe has now taken place at more than 50 schools, teaching over 4000 pupils how to stay safe when living near construction sites.The workshop is available to Years 5 and 6 with audiences of between 30 and 90 pupils, with each session lasting between 60-75 minutes. Arc can deliver up to two sessions in one school per day.
The workshop is completely free of charge, but limited and offered to schools closest to the route. If you would like your local primary school to take part in this workshop please ask them to contact Nita@arctheatre.com or call 020 8595 8509 .

The Government has proposed some changes to the plans for Phase 2a of the railway. Phase 2a refers to the section of HS2 from Fradley, in Staffordshire, to Crewe. The proposals are currently being considered by Parliament and are contained within a hybrid Bill which will eventually provide the powers to construct and operate the railway. The latest changes are covered in what is known as an ‘Additional Provision’ to the Bill, which was deposited in Parliament today, 8 February. This is the second Additional Provision to the Phase 2a Bill, and is referred to as AP2.
The Government proposes these changes for a variety of reasons. Some are a result of agreements made between HS2 Ltd and people affected by the existing Bill, while others are because of decisions taken by the Select Committee of MPs that hears petitions (i.e objections) against the Bill. Some of the other changes have come about through design refinements, or through more information becoming available, particularly about utilities infrastructure.
AP2 includes changes along the whole line of the Phase 2a route, and also in a number of locations off-route. Anyone directly and specially affected by the changes proposed in AP2 will have the right to be heard by the Select Committee if they choose to petition.

Consultations
The significant environmental effects of the changes proposed in AP2 are reported in the Additional Provision 2 Environmental Statement (AP2 ES), which we have published today. We have also published a second Supplementary Environmental Statement 2 which sets out the likely significant environmental effects of changes to the design that do not require a change to Bill powers, and as a result of new environmental baseline information.
We are also consulting on an updated Equality Impact Assessment (EQIA) report, which considers the impact of the changes on people with protected characteristics, as defined by the Equality Act 2010.

In Kings Bromley, the Parish Council has received £50,000 to undertake a refurbishment of the village hall. The village hall was built over 100 years ago and is in need of refurbishment. The project will refurbish and modernise the existing village hall to improve facilities for members of the Kings Bromley community and surrounding villages. This includes replacement of the existing toilets so that a disabled toilet and baby changing facilities can be provided, the refurbishment of the kitchen and improved cooking facilities, the creation of additional storage space and foyer/communal area along with some building renovations.

We have recently completed our latest round of public information events for people affected by Phase 2a of the railway. Between 15-29 October we held events at Mavesyn Ridware, Yarnfield, Abbots Bromley, Crewe, Madeley, Whitmore and Stafford.
The events were well attended, with over 1000 people finding out the latest on the scheme’s design and how the Phase 2a legislation, known as a hybrid Bill, is progressing through the parliamentary process. The events provided the opportunity for anyone impacted by the scheme to speak to a number of HS2 specialists including representatives from our engineering, environment, land and property, local engagement team and petition management teams. Importantly, this included discussions about the support available to local people, including our property schemes and future community funds. At each event, an In Your Area factsheet summarising the plans for the railway was available. The Phase 2a hybrid Bill is about to start its next stage in the parliamentary process with a proposed set of changes to the plans, in the form of a second Additional Provision (AP2), expected to be deposited in Parliament in the New Year. Following our series of autumn information events, we will continue to keep local communities up-to-date on the proposals for the railway. Today saw more projects awarded funding as part of the HS2 Community and Business Funds. To date, over £1.9m of funding has been awarded across the Phase One route.
In Staffordshire, Staffordshire Wildlife Trust has received £75,000 from the Community and Environment Fund.
The Wolseley Centre is run by the Trust and features 26 acres of accessible wildlife habitat, an education centre used by school groups and a small retail and refreshments area.
The funding, linked to Phase One of HS2, will upgrade visitor facilities at the centre by:
• re-modelling the existing building to create a 60+ cover cafe, as well as improved retail space • improving accessibility to complete a circular path around the site with a flat gradient for wheelchairs and buggies • creating a feature double width boardwalk bridge providing stunning lakeside views • upgrading the toilet facilities, including upgraded facilities for disabled visitors • upgrading the car parking provision • constructing of an education classroom for use by school and community groups • delivering a series of mini-projects around the site to enhance habitat diversity and increase opportunities for visitors to experience native wildlife

Starting from Monday 15 October we are conducting some research focused on asking the views of communities along the route of the new railway. This is a telephone survey lasting about ten minutes that will be carried out by Ipsos MORI on our behalf.

The Department of Transport has appointed a new independent Construction Commissioner. The Construction Commissioner undertakes independent reviews of complaints related to construction received by HS2 Ltd.
Their role will be to provide independent, impartial decisions as well as advice on how to make a complaint and will build relationships across industry and community groups, local authorities, HS2 Ltd and contractors.
Sir Mark Worthington, the new Construction Commissioner, has more than 20 years of experience working with government.

As we move into the next stage of building the new railway, we are introducing security and safety support vehicles as part of our plan to ensure that the public and those working on the project, as well as property and sites along the route, remain safe and secure.
These units will be working along the Phase One route to respond to incidents and will be working 24 hours a day.
Their tasks might include responding to a security incident or checking to see if property or a piece of land is secure. The units will be working in Staffordshire and the surrounding HS2 project area.
